Saruman In The Fellowship of the Ring:

After learning about the identity of Bilbo's ring as the One Ring of Sauron, Gandalf goes to visit the head of his order, Saruman. Saruman lives in the Tower of Orthanc in Isengard. Gandalf comes to ask his advice, but Saruman scoffs at him and calls him a fool for not having recognized the Ring sooner. Saruman tells him that Sauron is already growing more powerful. Saruman offers Gandalf to join him in an alliance to overthrow Sauron. Gandalf turns him down and they battle. Saruman then imprisons Gandalf at the top of the Tower of Orthanc.

Later, Sauron tells Saruman to build an army. Saruman begins tearing down the trees of Isengard for fuel for his furnaces where he is forging armor and weapons. He also breeds men with Orcs for his Uruk-hai. He sends some Uruk-hai under Lurtz to bring back Frodo and the Ring.
