In The Fellowship of the Ring

There is a small study which leads off of the main audience chamber. The study has a balcony that overlooks Isengard. It is here that Gandalf consults with Saruman over the discovery of the One Ring. He glimpses a Palantir located in the study. They then move to the audience chamber where Saruman offers Gandalf an alliance concerning the Ring. Gandalf turns it down and they struggle.

In The Two Towers
Saruman communicates with Sauron through the Palantir, who tells him to build an army. Later, Gríma reports to Saruman concerning Rohan and the arrival of Gandalf and Aragorn. Saruman then leads Gríma out onto the balcony overlooking his army of Uruk-hai. Saruman gives a speech from the balcony and the army sets out for Helm's Deep. After the Ents overrun Isengard, Saruman stands on the balcony looking on in disbelief as his war machines are destroyed.
